Plans for Tilbury Library, community hub, cafe and shop will be decided on next week

PLANS to transform Tilbury Library and 15A Civic Square into a single multi-use community building are set to go before councillors tomorrow reports the Local Democracy Reporter.

The proposal, submitted by Tilbury Towns Fund via Thurrock Council, seeks permission to combine the existing library with a community hub, café and shop while retaining library services.


Planning officers recommend approving the scheme, subject to conditions, when it is considered by the committee on tomorrow, June 9.
If backed, the project would refurbish and reconfigure the site to create a mixed-use hub, with internal works including around 129 square metres of new community space and a new main entrance.

The plans also include a wide range of facilities such as computer stations, study desks, meeting rooms, a café, outdoor courtyard seating, children’s area and public toilets.

Despite being located in Flood Zone 3, officers say the proposals are acceptable in planning terms as they involve no increase in floorspace and largely relate to a change of use.

However, a Flood Warning and Evacuation Plan (FWEP) must be secured and implemented before the site can open.
Other recommended conditions include a three-year time limit to begin works, adherence to approved materials and restrictions on construction hours, including no working on Sundays or bank holidays and limits on evening and weekend activity.

The site lies within Tilbury town centre, where officers say the development would improve community provision and make better use of an existing building, including a currently under-used unit at 15A Civic Square.

The report concludes the scheme would deliver a “much needed community facility” without harming neighbouring residents or the character of the area.

In the report it read: “The proposals would provide a much needed community facility improving the current provision.
“The proposed change of use would be acceptable in terms of design, character and appearance.

“There would not be a detrimental impact upon neighbour amenity. The proposal would see improvements to the existing community facilities for the benefit of local residents in Tilbury.”

Tilbury St Chads Ward councillor Bailey Scott said: “The proposal for the change of use of 15A Civic Square to a dual use Community Shop, Café & Hub will provide additional community spaces for residents, this will also add additional facilities in Civic square hopefully increasing future footfall.

“Local facilities like this are what our communities need, additional areas for residents to meet but also providing sheltered community space.
“The area also has good public transport links, with bus stops, bike lanes and pedestrian footpaths located nearby.”
