THURROCK Council has gone on the record to explain why a man glued himself to their front desk on Wednesday afternoon.
A spokesperson said: "The gentleman concerned is a private landlord whose tenant was in arrears with rent. This should be a matter between the two of them. It is not a council housing issue. This was explained to the man.
"However, the council is meeting with the tenant today (Thursday, 18 September) to see if a way forward can be found.
"Actions such as those taken on Wednesday can cause serious health and legal problems and Thurrock Council would like to thank the Essex Fire and Rescue Service for its action securing the man’s release".
