THURROCK Council is calling on residents and local organisations to take part in a major consultation on the future shape of local government in Essex.

The consultation, launched today (Nov 19) follows proposals submitted by Essex councils to ministers outlining options for restructuring. Residents, businesses, and community groups are now being invited to share their views on which model they prefer.
Four proposals have been put forward, each by a different local authority. Thurrock is backing an option to create four new unitary councils, arguing this strikes the right balance between financial sustainability and keeping decision-making close to communities.
Lynn Worrall, Leader of Thurrock Council, said: “The launch of this consultation is an important milestone. Local government reorganisation offers a once-in-a-generation opportunity to simplify what is currently a complex and confusing system of councils with different powers.
“Our position is clear: a four-unitary option provides the right balance for the future. Too few councils would mean decisions taken far from communities, while too many smaller councils would struggle to cope with financial pressures, especially given the debt challenges facing Thurrock and some neighbouring authorities.”
Ms Worrall said Thurrock’s submission was based on evidence and resident feedback, adding: “We believe four new authorities will be sustainable and financially secure, while maintaining local accountability. Now is the time for residents to shape local government in Greater Essex for the future.”
The consultation will consider all four proposals before ministers make a final decision. The government says it wants to hear from residents, businesses, and voluntary organisations across Essex.
A Thurrock Council spokesperson added: “Whatever your views, this is your chance to influence how local services are delivered for decades to come.”
Details of the consultation and how to respond are available on the government’s website.
