Closure orders secured following serious anti-social behaviour in Laindon Park and Nethermayne

THE Council has taken decisive enforcement action to address serious and persistent anti-social behaviour, securing full closure orders for two residential properties following court hearings at Southend Magistrates’ Court.

On 12 December 2025, officers from the Anti-Social Behaviour (ASB) and Legal Services teams successfully obtained a full closure order for a property in Laindon Park ward. The action followed sustained complaints from local residents regarding illegal drug activity, repeated late-night noise, and criminal damage, all of which had a significant impact on the wellbeing and quality of life of neighbouring residents.

A further full closure order was secured on 18 December 2025 for a property in Nethermayne ward, after reports of illegal drug use, ongoing noise nuisance, and abusive and threatening behaviour directed at council officers and neighbouring residents.

In both cases, the court orders prohibit access to the properties by anyone other than council officers and emergency services for a period of three months. The closures are intended to prevent further anti-social behaviour and to help restore calm, safety and confidence within the affected neighbourhoods.

Cllr Kerry Smith, Cabinet Member for Law, Order and Enforcement, said:

“These court outcomes reflect the seriousness with which we treat behaviour that repeatedly disrupts and harms local communities. Where problems escalate and persist, we will act robustly to bring them to an end.

“The impact on neighbours in both of these cases was severe and ongoing, and these closure orders provide immediate relief while sending a clear signal that such conduct will not be allowed to continue unchecked.

“Our teams work tirelessly alongside the police and other partners to respond to concerns raised by residents, and we will continue to use all legal powers available to protect neighbourhoods and uphold standards of behaviour across the borough.”
