Letter to Editor: Call for library services to remain accessible and inclusive.

ESSEX Library Services, overseen by Essex County Council, announced on 2 April 2026 that from 22 April a £1.15 charge will apply to all adult reservations of physical library items, regardless of how the request is made. While some exemptions exist and borrowing directly from shelves remains free, this change introduces a new financial barrier that will significantly affect readers across the county and puts further library services at risk. 

The Public Libraries Act 1850 paved the way for local councils to fund libraries, with libraries in Essex opening from 1930. The purpose of the Public Library service is to ensure free access to books for all. Introducing charges for reserving items clearly undermines this principle.

Many libraries are small and limited in stock. A strong reservation system is essential to ensure equal access to a wider range of books, including educational texts and niche genres. For many users, particularly students and avid readers, reserving books is a necessity. Charging for this service restricts choice and disproportionately affects those who are less able to afford additional costs, and increases inequality in access to knowledge and resources.

In the longer term, increased costs may lead to reduced usage, particularly in smaller branches, and I anticipate will lead to a repeat of the 2018 attempt to close down myriad local and rural libraries, with the loss of community warm spaces, free internet access, study space, as well as family and community activities.

I would urge the Council to review and reverse this policy, to ensure that library services remain accessible and inclusive.
