BASILDON Council is inviting residents to share their experiences of anti-social behaviour (ASB) and help shape an updated policy aimed at building safer, stronger communities.
The Anti-Social Behaviour Policy sets out how the council will prevent and respond to ASB, including its responsibilities, available powers and partnership approach. It focuses on early intervention, supporting victims and taking proportionate enforcement action where necessary.

ASB includes behaviour that causes harassment, alarm or distress, such as noise nuisance, vandalism or intimidation. The council takes a victim-centred approach, ensuring residents feel supported and informed throughout any investigation.
The policy outlines how cases involving council tenants and leaseholders will be managed, while also offering guidance to other residents affected by ASB. It meets legal requirements under the Housing Act 1996 and aligns with the expectations of the Regulator of Social Housing.
The council will continue to focus on early intervention, using a balanced approach that combines preventative measures, support and proportionate enforcement. A strong multi-agency approach underpins this work, with officers collaborating through the Safer Basildon Hub and attending regular partnership meetings to address complex cases and agree coordinated responses.
Encouraging early reporting is a key priority, helping to identify vulnerable residents and ensure appropriate support is in place. Where needed, enforcement powers will be used proportionately to protect communities.

This consultation is an important opportunity for people to share their experiences and help shape a policy that reflects the real issues facing our communities.
“By focusing on early intervention, strong partnership working and supporting victims, we aim to prevent problems from escalating and ensure Basildon remains a safe place to live.”
