THURROCK Labour has confirmed that service charges for council tenants will be frozen at 2025/26 levels, delivering real support for residents facing ongoing cost-of-living pressures.

The decision is set out in the Housing Revenue Account (HRA) Rent Setting and Budget 2026/27 report, which outlines the proposed HRA budget for the year ahead and reflects Thurrock Labour’s commitment to putting residents first.
Service charges which fund essential services such as caretaking will not increase in 2026/27, while a comprehensive review is undertaken to ensure charges are fair, transparent and sustainable for the long term.
Cllr Morris-Cook, Portfolio Holder for Finance & Resources, said: “Residents are still feeling the strain of rising costs, and Thurrock Labour has made a clear and deliberate choice to act.
By freezing service charges, we are protecting tenants from further financial pressure while continuing to invest responsibly in our housing stock and essential services.
This is about fairness, stability and standing on the side of residents.”
