THE Independent Police Complaints Commission (IPCC) is to investigate events leading to the death of a man in hospital following contact with police in the South Ockendon area of Essex.
Police were called to Broxburn Drive in South Ockendon at around 4.30 pm on 28 August 2014. They subsequently detained Andrew Moore in a nearby shop on Broxburn Parade. Ambulance staff were called and Mr Moore was placed into an ambulance and taken to Basildon General Hospital. He later died in hospital on the 29 August.
Following a mandatory referral from Essex Police, the IPCC’s independent investigation will examine the nature Mr Moore’s contact with the police and any use of restraint.
A post-mortem has been conducted but a cause of death has yet to be established.
The IPCC is also launching a witness appeal today for anyone who was in the area at the time and who may have seen Mr Moore in or near Broxburn Drive, making his way to the local shop and his interaction with police and paramedics.
Mr Moore was 45 years old, white, with dark hair and was bare-chested and bare-footed at the time of the incident.
