THURROCK Council’s carrot and stick approach to litter continued earlier this week with a mixture of fines and rewards in Grays High Street.
Community Protection Officers handed out 20 Stubbies with verbal warnings and four formal warning letters will also be in the post for people who failed to use the bins in the Grays High Street.
No fixed penalty notices were issued at this event. Goodie bags were handed out to the first ten people spotted disposing of their rubbish properly.











Why only verbal warnings? surely the council should be issuing on the spot fines
