Bing Fai Chan has been issued with a fine and costs totalling £1,160 after he was found guilty in his absence of a matter relating to rubbish in the garden of a property in Dock Road, Tilbury.
On Thursday (22 March) Basildon Magistrates heard that Bing Fai Chan, who lives in Harlow, had been issued with a notice under the Prevention of Damage by Pests Act by Thurrock Council in June 2011.
The notice was served followed complaints about the Tilbury property where a large amount of rubbish had accumulated created a risk of enticing vermin. It required the rubbish to be removed and steps taken to deal with any vermin which may have been there.
The garden was not cleared and he was summonsed to appear in court on Thursday where he failed to appear.
Finding him guilty the court issued a fine of £525 and ordered Bing Fai Chan to pay costs of £620 and a £15 victim surcharge.
Thurrock Council Head of Public Protection, Lucy Magill said: “Filthy conditions like those found at this property in Dock Road are unacceptable and blight communities.
“As this case shows, we will take whatever action necessary to deal with cases like this.”
