THIS IS the desperately emotive question that Ockendon councillor, Lynn Carr is asking.
Lynn has been a horse lover all her life. Indeed, when she stood for council in May 2010, Lynn had her concerns then.
And although Lynn’s postbag has a vast array of issues and concerns, it is this issue that may be getting worse.
Lynn and a number of colleagues have been on BBC London and BBC Essex to highlight as issue that is happening all over the county and country.
YT interviewed cllr Carr and asked her what is she doing and what can be done.











Well Done Lynn, I agree with everything you have said and it is good that at last someone has taken an interest. It is very disturbing that a human can and will hurt or maim an animal in the cruellest of ways, three years ago I noticed a foal was in terrible pain with a broken pelvis or leg I rang the RSPCA and explained what I had seen, it only became an issue with them when I said the foal could not get to the mother. they reported back to me saying the owner was drunk and they had no power to intervine, hours later I heard two gun shots, it does distress me, as Lynn has said who do you turn to. It seems any tom, dick or harry can own a horse in Essex with no knowledge of how to look after them, every owner should be registered so we know who that horse belongs to and the horse is being well cared for. I wish you every success in your fight for this lynn, keep going.
