CONSERVATIVE Roger Hirst has won the police and crime commissioner election in Essex after second-preference votes were counted.
UKIP’s Bob Spink finished second.
Roger Hirst – Conservative: 135,948 votes
Bob Spink – UKIP: 103,792 votes
