Freedom of Information response reveals investment in East Tilbury from Bata Field development

A FREEDOM of Information request has revealed where monies have been spent in East Tilbury as part of the agreement to grant planning permission for a new housing estate in East Tilbury.

The question submitted was as follows: “Please provide me with update on the expenditure including date and where spent with the
106 monies purporting to planning approval http://regs.thurrock.gov.uk/online-applications/applicationDetails.do?activeTab=summary&keyVal=MIKGFXQG0JQ00 particularly with regards to pedestrian footbridge contribution, indoor sports contribution, outdoor contribution, education contribution, health contribution, highways contribution and visitor monitoring
contribution.

Response

1. Indoor Sports Contribution for facilities in the council admin area including but not limited to a new enhanced sports hall and/or a swimming pool and/or indoor bowls facility and/or fitness suite.

4 phased payments = £268,359.61 plus indexing.

£31,849 paid 30th October 2015, £65,099.32 paid 30/11/2016 and amount being
held to enable completion of Active Place Strategy to enable decision based on
understanding of current needs.

2. Outdoor Sports Contribution for facilities such as football pitches and/or tennis courts together with ancillary facilities and the maintenance of any such facilities to be provided in the council admin area.

4 phased payments = £112,386.04 plus indexing.

£13,338 paid 30th October 2015 , £27,262.88 paid 30/11/2016 and amount being
held to enable completion of Active Place Strategy to enable decision based on
understanding of current needs.

3. Education Contribution for provision of secondary education facilities for the benefit
of residents of East Tilbury including but not limited to additional school places,
adapting or extending and or maintaining education facilities, building new education
facilities.

4 phased payments = £1,048,568.30 plus indexing.

£124,445 paid 30th October 2015 , £254,364.23 paid 30/11/2016 and to be used for
extension to existing secondary school in the East Secondary School Planning Area.

4. Health Contribution for health care & medical facilities in the council admin area.

4 phased payments = £298,050.80 plus indexing.

£35,373 paid 30th October 2015, £72,301.88 paid 30/11/2016 both sums transferred
to the Essex Area Team of NHS England for increasing capacity at Rigg Milner
Medical Centre – Transferred 24/01/2017. The 2 further payments will also be
required for this scheme once received.

5.Highways Contribution for highway purposes to be spent on the following:- CCTV at
the East Tilbury Crossing up to £17,000, Issue of leaflets about level crossing safety
up to £500, Anti-skid surface on approach to East Tilbury level crossing up to
£6,000, Vehicle activated sign on both sides of crossing up to £20,000, Upgrading of
4 bus stops up to £50,000.

4 phased payments = £93,500 plus indexing.

£11,096 paid 30th October 2015 , £22,681.46 paid 30/11/2016.

6. Visitor Monitoring Contribution for visitor monitoring protocol of visitors at urban
green spaces in the vicinity.

4 phased payments = £4,746.04 plus indexing.

£1,408 paid 30th October 2015, £1,439.13 paid 30/11/2016 and proposed for an
automated visitor counter to monitor numbers at East Tilbury country park in 16/17,
further contributions will be used for on-going monitoring to ensure Special
Protection Area is not adversely effected by increase recreational pressures.

7. Pedestrian Footbridge Contribution of £450,000 plus indexing so £545,810.44 paid
30/11/2016. Ramped bridge and lift – Dependant on getting ownership of land and
Network Rail.
