Man pleads guilty to flouting planning laws in Bulphan

A MAN has pleaded guilty to breaching a number of planning regulations in Bulphan.

Paul Ballard, of Piercing Hill, Theydon Bois pled guilty at Basildon magistrates court to the following.

1. Between 01/09/2016 and 19/03/2018 at Bulphan, being the owner of land situated at Unit 2, Burrows Farm, Brentwood Road, Bulphan was in breach of an enforcement notice issued on 27/04/2016 by Thurrock Council in that material change of use to a storage yard was issued, and after the period for complaince with the said notice, failed to take the steps required by the notice and carried on activities required by the notice to cease

2. Between 01/12/2016 and 19/03/2018 at Bulphan, being the owner of land situated at Unit 2, Burrows Farm, Brentwood Road was in breach of an enforcement notice issued on 27/04/2016 by Thurrock Council in that an unlawful erection of two storey building was issued, after the period for compliance with the said notice, failed to take the steps required by the notice Contrary to section 179(2) and (8) of the Town and Country Planning Act 1990.

The matter will now go forward to Basildon Crown Court on April 16th, 2018 for a confiscation order to be considered and for sentence (Section 70(5) of the Proceeds of Crime Act 2002).
