ON 4 December 2025, officers from the Anti-Social Behaviour (ASB) and Legal Services teams attended Chelmsford Magistrates’ Court and successfully secured a partial closure order for a property in Felmores, following repeated reports of serious nuisance and disorder. Incidents included loud noise, illegal drug use, and disturbing behaviour occurring during the early hours of the morning.

This enforcement action follows an injunction granted on 28 August 2025, which prohibited the resident and anyone acting on their behalf from engaging in behaviour likely to cause nuisance, harassment, or violence. Despite this, further incidents were reported, prompting the Council to take additional legal steps.
The court-issued partial closure order restricts access to the property to the named occupants only for a period of three months. This measure aims to prevent further anti-social behaviour and restore safety and reassurance to the local community.
Cllr Kerry Smith, Cabinet Member for Law, Order & Enforcement, said:
“This closure order sends a strong and clear message: behaviour that causes distress, fear, or harm to our residents will not be tolerated. By working closely with Essex Police, we have taken firm and decisive action to protect the community and restore peace to the area.
“No one should have to endure persistent disruption or anti-social behaviour on their doorstep. Through coordinated partnership working, we are tackling these issues head-on to ensure residents feel safe, supported, and able to enjoy their homes and neighbourhoods without fear.”
