Portfolio holder, cllr Gerard Rice justified the council’s record a spat of his annual presentation to Thurrock Council.
In a somewhat inconsistent performance, cllr Rice described the council’s record on litter as "better than average"
But only be pressed he revealed that was not the case for the last year.
