Anila Seth (47), of Southend Road, Stanford-le-Hope, has been given an Anti Social Behaviour Order after more than two years of complaints from neighbours.
The two-year order was given at Southend Magistrates Court on Monday (February 7th) where Ms Seth was also ordered to pay £7,288 costs. The ASBO bans her from talking to her neighbours, trespassing on their property including littering and interfering with the fence. It also prevents her making any noise which can be heard next door between 11pm and 6am. If any of the conditions are broken it could lead to arrest, prosecution and a prison term.
The court heard that officers from Thurrock Council and Essex Police had witnessed Ms Seth committing Anti-social Behaviour against her neighbours including posting rubbish through the neighbour’s letterbox and making unreasonable noise.
Her behaviour, which had been going on since 2009, was described as “alarming, distressing and harassing” and had caused her neighbours severe upset and anxiety.
Thurrock Council Portfolio Holder for Crime and Disorder, Councillor Gerard Rice, said: “This case caused huge disruption and distress to the lives of Ms Seth’s neighbours and officers from the Council and police have spent many hours working on it. Once again it sends a message to residents that we will not tolerate Anti-social Behaviour and are here to support anyone who is a victim of it.”
In November 2010 Ms Seth was fined £160 plus costs of £500 after pleading guilty to breaching a noise abatement notice at Basildon Magistrates Court.
Thurrock Council’s Environmental Protection Team had served the noise abatement notice on Miss Seth in April 2010 following complaints of a television and music being played at unreasonable levels and unsociable times.
Officers had witnessed breaches of the notice on two separate occasions and as a result obtained a warrant to seize sound making equipment – which was done in November. The equipment has since been donated to charity.
