None of the £2bn is ring-fenced. Half of it has been rolled up into councils' overall grant funding from government, which is being cut by 26% from 2011-15 in real terms; the other half has been given to the NHS to spend on social care services such as reablement. But there is no indication as yet that NHS commissioners will be mandated to spend the money on these services.

The Incafe is a unique partnership between South Essex college and Thurrock Council. The in-house restaurant will be staffed and operated by students at the college for the benefit of council staff and visitors.
But now the home is under threat of closure after the NHS have detailed plans to pull £750,000 worth of funding. The financial blow leaves Thurrock Councils adult social care department to pick up the bill. The council have their own fiscal headaches, having just launched a consultation to save £25 million over two years.
Andrew Cozens, adult social care lead at the Local government Association, said the move was not in the spirit of the Fair Access to Care Services (FACS) guidance to introduce a ‘higher substantial’ eligibility criteria. “It’s not a reliable way of making savings,” he said.

St Luke's Hospice has had a lucky windfall after staff from the South Essex Business and Commercial Banking office of Royal Bank of Scotland (RBS) handed over a cheque for £180. The money was raised through an office sweepstake as staff, who also look after NatWest customers, paid an entry fee and picked teams from a hat prior to this summer’s FIFA World Cup in South Africa.
NHS South West Essex has announced a formal 90 day consultation with staff and trade unions on its proposals to make around 224 non-clinical staff redundant in both the comissioning and community services parts of the organisation.
Staff had been told verbally of the proposals in briefing sessions hosted by the chief executive and senior management team over the last week. Staff were formally notified of the consultation yesterday (11 October 2010).
The free testing scheme is part of efforts to educate and protect residents -particularly the elderly and vulnerable - from fire. According to Essex Fire and Rescue around 5,000 house fires are caused by electric blankets each year.
